29 CFR 1910.23(a)(1): Every stairway floor opening was not guarded by a standard railing constructed in accordance with paragraph (e) of this section on all exposed sides (except at the entrance to the stairway): a) South wall of new wing, second floor platform above 1st floor metal staircase - On or about 8/30/13, every stairway floor opening, approximately 9 feet above the lower level, was not guarded by standard railings consisting of top rails, intermediate rails, and posts on all exposed sides with the exception of the stairway opening. Employees conducted moving and storage activities of household goods. b) Northeast corner of new wing wall, second floor platform above 1st floor metal staircase - On or about 8/30/13, every stairway floor opening, approximately 9 feet above the lower level, was not guarded by standard railings consisting of top rails, intermediate rails, and posts on all exposed sides with the exception of the stairway opening.
