Fleming Court in Topeka, Kansas, the ground man was exposed head injury from falling objects in that debris from the roof was being thrown down to the ground.

29 CFR 1926.501(b)(13): Each employee engaged in residential construction activities 6 feet (1.8 m) or more above lower levels shall be protected by guardrail systems, safety net system, or personal fall arrest system:    Employees performing a roofing job located at 1021 S.W. Fleming Court in Topeka, Kansas, were exposed to fall hazards ranging from approximately 9 feet (eave) to 18 feet (peak).   The employees were reroofing the 8 x 12 pitch roof with no fall protection in place.
