29 CFR 1910.23(c)(1): Open sided floors or platforms 4 feet or more above the adjacent floor or ground level were not guarded by standard railings [or the equivalent as specified in 29 CFR 1910.23(e)(3)(i) through (v)], on all open sides: Employees were exposed to a fall hazard up to 20 feet 4 inches while using a Model 1230 JLG man lift to climb on the rails to access the top part of the roof to attach tarps, and the employees were not protected by standard railings or an equivalent means of fall protection.
