29 CFR 1926.501(b)(1): "Unprotected sides and edges." Each employee on a walking/working surface (horizontal and vertical surface) with an unprotected side or edge which is 6 feet (1.8 m) or more above a lower level shall be protected from falling by the use of guardrail systems, safety net systems, or personal fall arrest systems. (a) West Jobsite - On or about September 17, 2013 employees were installing rebar along the edge of metal decking on the first level roof under construction without the use of guardrail systems, safety net systems or personal fall arrest systems. The employees were exposed to a fall height of 10 feet.

29 CFR 1926.701(b): Reinforcing steel. All protruding reinforcing steel, onto and into which employees could fall, shall be guarded to eliminate the hazard of impalement. (a) West Jobsite - On or about September 17, 2013 employees were exposed to an impalement hazard while installing rebar matting around exposed rebar that ranged in height from 9 to 12 inches above the metal deck floor. The rebar was not guarded.
