29 CFR 1926.501(b)(11): Each employee on a steep roof with unprotected sides and edges 6 feet (1.8 m) or more above lower levels was not protected from falling by guardrail systems with toeboards, safety net systems, or personal fall arrest systems.    a) 1018 Briarsdale Road, Harrisburg PA; Roof - Roofers were observed working on a steep roof approximately 27 feet above ground and were not protected from falling by a personal fall arrest system. Roofers had donned a harness but were not attached to an anchor point, on or about September 18, 2013.    No abatement certification or documentation required.
