Worker was exposed to a potential 16.3 foot fall hazards in that a standard railing was not provided.

29 CFR 1910.132(d)(1): The employer did not assess the workplace to determine if hazards were present, or were likely to be present, which necessitated the use of personal protective equipment: Located on the upper roof area of an existing commercial/retail structure, a Heating, Ventilation, and Air Conditioning (HVAC) technician was engaged in repair activities servicing a HVAC unit exposed to potential fall hazards in excess of 4.0 feet. On or about September 26, 2013, located on the upper roof area of an existing commercial structure, a HVAC worker was engaged in commercial repair/service activities. Worker was exposed to a potential 16.3 foot fall hazards in that a proper fall protection system was not provided.
