29 CFR 1926.20(b)(2): The employer did not initiate and maintain a safety program which provides for frequent and regular inspections of jobsites, materials, and equipment to be made by a competent person (i.e., a person who is capable of identifying exisisting hazards).    On or about 27 September 2013, four workers were performing framing activities on a residential home under construction without the employer conducting frequent and regular job site inspections, exposing the workers to hazards such as, but not limited to falls, electrical shock and the hazard of being struck by falling objects.
