29 CFR 1910.132(c): Personal protective equipment was not of safe design and construction for the work to be performed:   a)  Reserve Road, Gate #20 - On or about 10-22-13 - Employees were observed inspecting bridge structures and supports from a JLG 860SJ aerial lift using personal fall protection systems that would allow the employees to fall out of the lift basket and contact a lower level.  Six-foot rip stitch shock absorbing lanyards were use to tie off to the basket of the lift.
