29 CFR 1926.454(c)(3): An employee had not been retrained when the employer had reason to believe that the employee lacked the skill or understanding needed to work safe during the erection, use or dismantling of scaffolds:  (a) Jobsite- 1999 Central Ave Albany, NY- on or about 10/23/2013- owner and employee working in an aerial lift and exposed to a fall hazard of approximately (10') ten feet in elevation without a safety harness attached to the basket, indicating that scaffold retraining is necessary.
