29 CFR 1926.451(g)(1): Each employee on a scaffold more than 10 feet above a lower level shall be protected from falling to that lower level:  At the location of 15945 S. Hwy 169 in Olathe, KS, employees engaged in Building a block wall with the use of scaffolding were exposed to fall hazards of approximately 15 feet from the working platform to the ground below. The employees were exposed in that a complete guardrail system was not in place to keep them from falling.

29 CFR 1926.451(e)(8): Direct access to or from another surface shall be used only when the scaffold is not more than 14 inches horizontally and not more than 24 inches vertically from the other surface:  At the location of 15945 S. Hwy 169 in Olathe, KS, employees engaged building a block wall with the use of scaffolding were exposed to fall hazards of approximately 15 feet from the working platform to the ground below. The employees were exposed in that a Ladder was not in place to allow the employees to descend or ascend safely without falling.
