29 CFR 1926.20(b)(2): The employer did not initiate and maintain a safety program which provides for frequent and regular inspections of jobsites, materials, and equipment to be made by a competent person (i.e., a person who is capable of identifying existing and predictable hazards in the surroundings or working conditions which are unsanitary, hazardous, or dangerous to employees, and who has the authority to take prompt corrective measures to eliminate them):    (a) Eckert Construction, at 2316 E 5th Avenue, Denver, CO: On and preceding 10/25/13, Eckert Construction did not initiate and maintain a safety program which provides for frequent and regular inspections of jobsites, materials, and equipment to be made by a competent person (i.e., a person who is capable of identifying existing and predictable hazards in the surroundings or working conditions which are unsanitary, hazardous, or dangerous to employees, and who has the authority to take prompt corrective measures to eliminate them).  Employees of Eckert Construction were performing framing work on a multistory home.  Employees were exposed to multiple fall hazards.  The employer did not maintain a safety program which included frequent and regular inspections of the jobsite.  This condition exposed employees to fall hazards of approximately nine feet.

Employees of Eckert Construction were performing framing work on a multistory home.  Employees were exposed to multiple fall hazards.  The employer did not ensure that all employees were provided fall protection training.  This condition exposed employees to fall hazards of approximately nine feet.

29 CFR 1926.501(b)(13): Each employee engaged in residential construction activities 6 feet or more above lower levels was not protected by guardrail systems, safety net systems, personal fall arrest systems, or another provision in paragraph (b) of this section which provides for an alternative fall protection measure:    (a) Eckert Construction, at 2316 E 5th Avenue, Denver, CO: On 10/25/13, Eckert Construction did not ensure that each employee engaged in residential construction activities 6 feet or more above lower levels was protected by guardrail systems, safety net systems, personal fall arrest systems, or another provision in paragraph (b) of this section which provides for an alternative fall protection measure.  Employees of Eckert Construction were performing framing work on a multistory home.   Employees were setting trusses while standing upon the exterior top plate and within the trusses.  Employees were not working from ladders, scaffolds, or using personal fall arrest systems, guardrails, or safety net systems.  The employer did not ensure that workers were protected from fall hazards.  This condition exposed employees to fall hazards of approximately nine feet.     Eckert Construction was previously cited for a violation of this Occupational Safety and Health Administration Standard or its equivalent standard, 29 CFR 1926.501(b)(13), which was contained in OSHA inspection 313419293, Citation 1, Item 1, and was issued on August 12, 2010, and affirmed as a final order on September 29, 2010, with respect to a workplace located at 1119 Cook Street, Denver, CO.
