29 CFR 1926.501(b)(13): Each employee(s) engaged in residential construction activities 6 feet (1.8 m) or more above lower levels were not protected by guardrail systems, safety net system, or personal fall arrest system:  (a) Construction site: On October 25, 2013 and at time prior, employees were exposed to fall hazards of 10 feet 10 inches to the ground below while framing the outside wall on a new two story residential home.   (b) Construction site: On October 25, 2013 and at time prior, employees were exposed to fall hazards of 9 feet 7 inches while walking and working around the floor openings next to the stairway.

29 CFR 1926.1052(c)(1)(ii): Stairways having four or more risers or rising more than 30 inches (76 cm), whichever is less, were not equipped with a stairrail system along each unprotected side or edge:  (a) Construction site: On October 25, 2013 and at time prior, employees were exposed to a fall hazard of approximately 20 feet to the basement below, while using a stairway with approximately 17 risers and runs to access and egress the second floor.  THE PREMIER FRAMING LLC WAS PREVIOUSLY CITED FOR A VIOLATION OF THIS OCCUPATIONAL SAFETY AND HEALTH STANDARD, WHICH WAS CONTAINED IN OSHA INSPECTION NUMBER 483019, CITATION 02, ITEM NUMBER 1 AND WAS AFFIRMED AS A FINAL ORDER ON OCTOBER 29, 2012, WITH RESPECT TO A WORKPLACE LOCATED AT 4300 SAPPHIRE DR., BILLINGS, MONTANA 59106.
