29 CFR 1910.1200(e)(1): The employer had not developed, implemented, and maintained at each workplace, a written hazard communication program which at least describes how the criteria specified in paragraphs (f), (g), and (h) of this section for labels and other forms of warning, material safety data sheets, and employee information and training would be met:  On or about November 4, 2013, the employer had not developed and maintained a written hazard communication program for hazardous chemicals including, but is not limited to, Universal Dairy Cycle-3 CIP detergent, Chemland Extract-2 sanitizer, Universal Post Dip PD 0.5-10 Iodine teat dip, Prince Agri Products Copper Sulfate, Drummond Core Spray Lubricant, and Lawson Non-Chlorinated Brake Cleaner.

29 CFR 1910.1200(g)(8): The employer did not maintain in the workplace copies of the required material safety data sheets for each hazardous chemical, and shall ensure that they are readily accessible during each work shift to employees when they are in their work area(s):  On or about November 4, 2013, the employer had not maintained copies of material safety data sheets (MSDS) for each hazardous chemical used in employee work areas.  The list of hazardous chemicals includes, but is not limited to, Universal Dairy Cycle-3 CIP detergent, Chemland Extract-2 sanitizer, Universal Post Dip PD 0.5-10 Iodine teat dip, Prince Agri Products Copper Sulfate, Drummond Core Spray Lubricant, and Lawson Non-Chlorinated Brake Cleaner.
