29 CFR 1910.212(a)(1): Machine guarding was not provided to protect operator(s) and other employees from hazards created by nip point:    a)    GuardMat Pressure Sensitive Safety Mat System was not maintained with the (recommended weekly) 8.2 Routine Inspection and Test or the 8.3 Thorough Examination and Test (recommended twice yearly or after damage), as outlined in the Allen Bradley Installation & User Manual. Mat was being used in front of the 1996 ELLINGTON Machine Drum Winder.    ABATEMENT CERTIFICATION REQUIRED

29 CFR 1910.261(l)(9)(i): The nipping points of all drum winders and rewinders located on the operator's side were not guarded by either automatic or manually operated barrier guards of sufficient height to protect fully anyone working around them. The barrier guard was not interlocked with the drive mechanism to prevent operating above jog speed without the guard in place.   A zero speed switch was not installed to prevent the guard from being raised while the roll is turning.    a)    ELLINGTON 1996 Machine Drum Rewinder did not have side guards to protect operator from nipping points.    ABATEMENT CERTIFICATION REQUIRED
