29 CFR 1926.1053(b)(5)(i): Non-self-supporting ladders were not used at an angle such than the horizontal distance from the top support to the foot of the ladder way approximately one-quarter of the working length of the ladder (the distance along the ladder between the foot and the top support):      a) 1108 Barton Circle, Wilmington DE 19807 (ladder positioned against garage roof) - The horizontal distance from the top support to the foot of the aluminum ladder on which an employee was climbing was approximately 13.5 feet, more than one-quarter of the working length (approximately 16 feet) of this ladder.  An employee fell off this ladder and was impaled by a decorative metal fence post.   On or about November 7, 2013.
