29 CFR 1910.101(b): The in-plant handling, storage, and utilization of all compressed gases in cylinders, portable tanks, rail tankcars, or motor vehicle cargo tanks were not in accordance with Compressed Gas Association Pamphlet P-1-1965, which is incorporated by reference as specified in CFR 1910.6:   a) Automechanic Shop Area, West Wall, Primary Man-Door -- On or about Nov 7, 2013, an employee was observed performing a job task around three unsecured compressed gas cylinders, exposing employees to a struck-by hazard.     ABATEMENT NOTE: Before using cylinder, be sure it is properly supported to prevent it from being knocked over. (Compressed Gas Association Pamphlet P-1-1965 para 3.4.4)  b) Automechanic Shop Area, West Wall, Primary Man-Door -- On or about Nov 7, 2013, an employee was observed performing a job task around compressed gas cylinders where an oxygen cylinder was stored within 20 feet of a fuel gas (acetylene) cylinder, exposing employees to a struck-by hazard.      ABATEMENT NOTE: Do not store reserve stocks of cylinders containing flammable gases with cylinders containing oxygen. They should be segregated. Inside of buildings, stored oxygen and fuel gas cylinders should be separated by a minimum of 20 feet, or there should be a fire-resistive partition between the oxygen and fuel gas cylinders. This is in accordance with NFPA Standard No. 51. "Gas Systems for Welding and Cutting." [6]. (Compressed Gas Association Pamphlet P-1-1965 para 3.5.3)

29 CFR 1910.1200(e)(1): The employer did not develop, implement, and/or maintain at the workplace a written hazard communication program which describes how the criteria specified in 29 CFR 1910.1200(f), (g), and (h) will be met:  a) Throughout Auto-Mechanic Work Shop, Parts Room -- On or about Nov 7, 2013, employees were observed working around various chemical-compound, to include lead acid batteries, acetylene compressed gas cylinders and lubricants, where the employer did not have a written Hazard Communication Program to provide right-to-know information and training to employees.
