29 CFR 1910.1200(e)(1): The employer did not develop, implement, and/or maintain at the workplace a written hazard communication program which describes how the criteria specified in 29 CFR 1910.1200(f), (g), and (h) will be met:    a) for employees at 6808 South MacDill Avenue Tampa (FL) handling hazardous chemicals as observed on or about 02/04/2014.  Products included chemicals such as but not limited to: hardeners, thinners, primers and paints during auto body painting operations, as well as compressed gasses such as argon, acetylene and oxygen during welding operations.

29 CFR 1910.1200(h)(1): Employees were not provided effective information and training on hazardous chemicals in their work area at the time of their initial assignment and whenever a new hazard that the employees had not been previously trained about was introduced into their work area:    a) for employees at 6808 South MacDill Avenue Tampa (FL) handling hazardous chemicals as observed on or about 02/04/2014.  Products included chemicals such as but not limited to: hardeners, thinners, primers and paints during auto body painting operations, as well as compressed gasses such as argon, acetylene and oxygen during welding operations.

29 CFR 1910.134(c)(1): A written respiratory protection program that included the provisions in 29 CFR 1910.134(c)(1)(i) - (ix) with worksite specific procedures was not established and implemented for required respirator use:     a) for the employees working at the painting areas located at 6808 South MacDill Avenue in Tampa (FL) required to use a 3M half-face respirator (07193) with organic vapor and P95 cartridges, as observed on or about 02/04/2014.  The respirators were required to be used when handling hazardous chemicals such as but not limited to hardeners, thinners, primers and paints during auto body painting operations.  As indicated by paragraphs (i - (ix) above, elements required by the program include but are not limited to: medical evaluations, fit-testing and training.
