29 CFR 1926.501(b)(13): Each employee(s) engaged in residential construction activities 6 feet (1.8 m) or more above lower levels were not protected by guardrail systems, safety net system, or personal fall arrest system, nor were employee(s) provided with an alternative fall protection measure under another provision of paragraph 1926.501 (b):    a) Front Porch Main Entrance of Structure - Worker on porch using miter a saw to cut hardwood floor strips, not protected from falling 8' off the side of the porch into a window well, on or about 11/113/2013.    Abatement certification 10 days after abatement date. The certification shall include a statement that abatement is complete, the date and method of abatement, and state that employees and their representatives were informed of this abatement.

29 CFR 1926.1052(c)(1)(ii): Stairways having four or more risers or rising more than 30 inches (76 cm), whichever is less, were not equipped with a stairrail system along each unprotected side or edge:   a) Front Porch of Structure - Seven riser  stairway measuring 64" from ground to porch level, used by workers laying hardwood flooring on the first level of the townhome was without stair rails on the open sides on or about 11/13/2013.    Abatement certification and documentation required within 10 days after abatement date. The certification shall include a statement that abatement is complete, the date and method of abatement, and state that employees and their representatives were informed of this abatement.
