29 CFR 1910.36(d)(1): Employees must be able to open an exit route door from the inside at all times without keys, tools, or special knowledge. A device such as a panic bar that locks only from the outside is permitted on exit discharge doors. On or about November 20, 2013, at the above addressed worksite, the employer did not provide an unlocked rear exit door in the southeast corner of the building for the employees is use as an emergency exit.

29 CFR 1910.37(a)(3): Exit routes must be free and unobstructed. No materials or equipment may be placed, either permanently or temporarily, within the exit route. The exit access must not go through a room that can be locked, such as a bathroom, to reach an exit or exit discharge, nor may it lead into a dead-end corridor. Stairs or a ramp must be provided where the exit route is not substantially level. On or about November 20, 2013, at the above jobsite, the employer did not provide a clear and unobstructed path to the exit in the southwest corner of the facility. The exit route was totally blocked by pallets loaded with boxes of frieght.

29 CFR 1910.1200(e)(1): Employers shall develop, implement, and maintain at each workplace, a written hazard communication program which at least describes how the criteria specified in paragraphs (f), (g), and (h) of this section for labels and other forms of warning, safety data sheets, and employee information and training will be met, and which also includes the following: On or about November 20, 2013, at the above addressed jobsite, the employer did not have a hazard communication program that covered at least the Liquid Propane fuel used for the forklifts at the facility.
