29 CFR 1926.451(f)(3): Scaffolds and scaffold components were not inspected for visible defects by a competent person before each work shift, and after any occurrence which could affect a scaffold's structural integrity:  a) 1st. Instance: On or about 11/21/13 CSHO observed employees working on and from tubular welded scaffold when the scaffold had not been inspected for visible defects by a Competent Person in that numerous violative conditions were noted during this inspection.    b) 2nd. Instance: On or about 11/21/13 CSHO observed employees working on and from Alum-A-Pole pump jack scaffold when the scaffold had not been inspected for visible defects by a Competent Person in that numerous violative conditions were noted during this inspection.

East Coast Stucco & Construction aka East Coast Stucco & Stone was previously cited for repeat violations of this Occupational Safety and Health standard or its equivalent standard, 29 CFR 1926.451(b)(1), which was contained in OSHA Inspection Number 314674615 and 313983645. In regard to Inspection Number 314674615, Citation #2, Item #1, was issued on 11/03/2010 to a workplace located at 244 Broad Street, Palisades Park, NJ 07650.
