29 CFR 1926.501(b)(1): Employee on a walking/working surface having an unprotected side or edge which is six feet or more above a lower level were not protected from falling by the use of a guardrail system, a safety net system, or personal fall arrest system:  a) On or about 12/03/13 CSHO observed an employee working on and from a flat roof with a 30 inch parapet wall handing fascia material to employee in an aerial lift with no fall protection systems in place.
