29 CFR 1926.20(b)(2): The employer did not initiate and maintain programs which provided for frequent and regular inspections of the job sites, materials and equipment to be made by a competent person(s):   On or about December 11, 2013, employees were installing power lines without the employer ensuring that frequent and regular inspections of the job site were conducted by a competent person, exposing employees to the hazards of being struck by bucket trucks, power poles while in the bucket, and/or other equipment.
