OSH ACT of 1970 Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which was free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to struck-by and entanglement hazards while manually handling drill rods when engaged in horizontal directional drilling activities.            On or about January 14, 2014, at a jobsite located near the intersection of 80th St. and 39th Ave. in Kenosha, Wisconsin, an employee was exposed to struck-by and entanglement hazards  when the drill rod he was hand guiding began to mechanically rotate.  He was injured when the drill rod struck him in the leg.
