The siderails of the ladder only extended approx. 16 inches above "pic".  b) On or about 10/22/13, on the jobsite at an apartment building located at 8 Byron Ave., Tonawanda, NY: Employees engaged in roofing work were exposed to a potential fall of up to 22 ft. to the ground when they climbed a support ladder from the narrow "pic" of a ladder jack scaffold erected on the front side of the building to access the roof. The siderails of that support ladder were actually 2 inches below the roof.   NO ABATEMENT CERTIFICATION REQUIRED
