29 CFR 1926.701(b): All protruding reinforcing steel, onto and/or into which employees could fall or come against, was not guarded to eliminate the hazard of impalement:    a. At the site, employees were exposed to uncapped, uncovered, and protruding rebar at the doorways of the building during concrete pumping and during masonry wall construction. The rebar protruded 34 inches high at the entryways of the building and employees were working right over the unprotected rebar using a bracket scaffold platform erected on a single frame scaffold at the perimeter of the building, 64 inches from the ground.
