The employer did not provide and ensure that employees using thischemical wore eye protection, while pouring from the gallon container to dilute into spray bottles.  Employees are not provided with or required to wear eye protection.    ABATEMENT CERTIFICATION REQUIRED

29 CFR 1910.151(c): Where employees were exposed to injurious corrosive materials, suitable facilities for quick drenching or flushing of the eyes and body were not provided within the work area for immediate emergency use:    a) Facility - On or about 1/21/14, employees pour, dilute and spray Top Performance Fresh Scent 256 germicide to clean the dog grooming and cage areas of the facility.  The germicide contain diocyl dimethyl ammonium chloride, a corrsive that can cause irrevesibel eye damage.  the employer does not have an ANSI-approved eyewash station that can be used by employees in the event that the chemical is spashed in their eyes. 29 CFR 1910.1200(e)(1): The employer did not develop, implement, and/or maintain at the workplace a written hazard communication program which describes how the criteria specified in 29 CFR 1910.1200(f), (g), and (h) will be met:    a)  Facility - On or about 1/21/14, employees decant, dilute and use Top Performance Fresh Scent 256, a germicidal containing Dioctyl dimethyl ammonium chloride, a corrosive that can cause irreverisble damage to the eyes. The employer has not developed and implemented a Hazard communication program which describes ho the criteria for training, labeling and Material Safety Data Sheets will be met within the facility.    A written Hazard Communication prgram should inlcude descriptions of how the criteria for:    1. Labeling and other forms of warning;  2. Material safety data Sheets, AND;  3. Employee information and trianing will be met.    Addtionally, a list of hazardous chemicals known to be present in the workplace must be compiled.  Methods used to inform employees of the hazards associated with non-routine tasks and the informing of contractors of workplace hazards must also be addressed.  The written program must be made available upon request.    ABATEMENT CERTIFICATION REQUIRED
