29 CFR 1910.95(c)(1): The employer did not administer a continuing, effective hearing conservation program as described in 29 CFR 1910.9(c) through (o) whenever employee noise exposures equal or exceed an 8-hour time-weighted average sound level of 85 decibels measured on the A scale, or equivalently a dose of fifty percent:      Location -  Finishing Room, 110 North Plains Industrial Road, Wallingford, CT.      Finishing Department: The employer does not maintain an effective hearing conservation program (HCP) for the finishers who are exposed to continuous noise levels in excess of the allowable 8-hour Time Weighted Average (TWA) sound level of 85dbA.  This violation was observed on or about 2/24/14, where the noise the noise sampling period was 191 minutes indicated that employees were exposed to 96.69% noise dose which is equivalent to approximately 91.6 dbA.  Zero exposure was assured for the 289 not sampled. Inclusion in the HCP was not made available to the finishing department employees.
