29 CFR 1910.23(c)(2): Runways four feet or more above floor or ground level were not guarded by standard railings (or the equivalent) and toeboards: Note:  Toeboards are only required where tools, machine parts, or materials are likely to be used on the runway.  or in the alternative:  29 CFR 1910.132(a): Protective equipment was not used when necessary whenever hazards capable of causing injury and impairment were encountered:   a) Jobsite: 66 Baltimore Pike - Employees were exposed to fall hazards of approximately 16 feet above ground level when walking on top of railroad cars to open and close the hatch of railroad cars when loading grains. The employees were not protected from falling by standard railings or by the use of personal protective equipment such as personal fall arrest systems. Observed on or about 01/14/2014.
