29 CFR 1910.106(b)(6): In locations where flammable vapors may be present, precautions were not taken to prevent ignition by eliminating or controlling sources of ignition.  Sources of ignition may include open flames, lightning, smoking, hot surfaces, frictional heat, sparks (static, electrical, and mechanical), spontaneous ignition, chemical and physical-chemical reactions, and radiant heat:   (a)  Glacial Acetic Acid Tank:  A portable kerosene heater was used inside of a dike with a storage tank containing 100 percent Glacial Acetic Acid, which is a Category 3 flammable liquid, for the purpose of heating the acid during excessive cold weather while it was pumped through a filter unit that was inside of the dike as determined on February 3, 2014.   ABATEMENT CERTIFICATION REQUIRED

29 CFR 1910.1200(f)(5): The employer did not ensure that each container of hazardous chemicals in the workplace was labeled, tagged, or marked with the identity and appropriate hazard warnings regarding the chemicals contained therein:  (a)  Glacial Acetic Acid Tank:  The employer was using the NFPA format for labeling the hazards of the storage tank of glacial acetic acid and the triangle for the fire rating was not painted red as determined on February 3, 2014.  ABATEMENT CERTIFICATION REQUIRED.
