Sources of ignition may include open flames, lightning, smoking, hot surfaces, frictional heat, sparks (static, electrical, and mechanical), spontaneous ignition, chemical and physical-chemical reactions, and radiant heat:   (a)  Glacial Acetic Acid Tank:  A portable kerosene heater was used inside of a dike with a storage tank containing 100 percent Glacial Acetic Acid, which is a Category 3 flammable liquid, for the purpose of heating the acid during excessive cold weather while it was pumped through a filter unit that was inside of the dike as determined on February 3, 2014.   ABATEMENT CERTIFICATION REQUIRED
