On or about February 06, 2014, at the above addressed jobsite, two employees were observed installing a rain gutter on the roof eve of a commercial building, from an aerial lift, in which one of the two employees was sitting in the guardrail of the aerial lift basket/not standing firmly on the floor of the basket.

29 CFR 1926.453(b)(2)(v): A body belt with lanyard attached to the boom or basket was not worn by employee(s) working from an aerial lift:  a. On or about February 06, 2014, at the above addressed jobsite, two employees were observed installing a rain gutter on the roof eve of a commercial building, from an aerial lift, without the use of a body belt and lanyard, therefore exposing the employees to a fall hazard.
