Workers or other persons adjacent to the welding areas were not protected from the rays by noncombustible or flameproof screens or shields or were required to wear appropriate goggles. On or about May 14, 2004 welders were TIG and MIG welding and plasma cutting on the shop floor without any protective enclosure to protect other workers from the welding and plasma cutting rays.
