29 CFR 1926.102(a)(1): Eye and face protective equipment were not used when machines or operations presented potential eye or face injury:     (a) On or about February 10, 2014, Torres Builders, LLC., as the controlling employer, did not ensure that employees of Watershed Construction, a subcontractor, were using eye and face protection when machines or operations presented potential eye or face injury. Employees of Watershed Construction  were observed nailing shingles on a residential roof, using a pneumatic gun, without any eye or face protection, exposing employees to eye or face injury.       Abatement Note: Abatement certification is required for this item (see enclosed "Certification of Corrective Action Worksheet").

29 CFR 1926.501(b)(13): Each employee engaged in residential construction activities 6 feet (1.8 m) or more above lower levels were not protected by guardrail systems, safety net system, or personal fall arrest system:     (a) On or about February 10, 2014, Torres Builders, LLC., as the controlling employer, did not ensure that employees of Watershed Construction, a subcontractor, were protected from fall hazards.  Employees of Watershed Construction were exposed to fall hazards in excess of 6 feet while engaged in roofing activities on the roof of a residential building with no fall protection in place. Employees of Watershed Construction were exposed to fall hazards in excess of 10 feet while using a folded step ladder leaning as an extension ladder to access the upper roof of a two-story residential building.
