The platform had a top rail 38 inches above the platform. The guardrail system was missing the intermediate rail. The exit platforms are approximately 5 feet above the ground.

29 CFR 1910.37(a)(3): Exit routes were not free and/or unobstructed. No materials or equipment may be placed, either permanently or temporarily, within the exit route. The exit access must not go through a room that can be locked, such as a bathroom, to reach an exit or exit discharge, nor may it lead into a dead-end corridor. Stairs or a ramp were not provided where the exit route was not substantially level. a) Coffee Room and Tea Room; 1. Emergency exit routes leading from the area were not equipped with stairs or a ramp. The exit discharges had a 4 feet 10 inch drop from the doorway to the ground below. 2. An emergency exit was blocked by pallets of tea.
