The mezzanine area is approximately 12 feet from ground level and does not have guard rails or other means of protecting employees from falls.       Or In The Alternative:    29 CFR 1910.132(a): protective equipment was not used wherever it was necessary by reason of hazards which were encountered in a manner capable of causing injury or impairment in the function of any part of the body:      a) Erie Beer Company, LLC / 1341 Liberty Street, Erie, PA: On or about March 6, 2014, and times prior thereto, employees working in the mezzanine area were not protected from falling to the ground by using a personal fall arrest systems (PFAS).
