29 CFR 1926.501(b)(1): Each employee on a walking/working surface with an unprotected side or edge which was 6 feet (1.8 m) or more above a lower level was not protected from falling by the use of guardrail systems, safety net systems, or personal fall arrest systems.    On or about March 7, 2014 and times prior thereto, subcontracted employees of Tol Framing were observed framing an apartment complex being constructed at or near 10701 Burkhalter Haas Drive in North Little Rock, Arkansas.  An employee was observed walking and working on the top plate of the framing without the use of fall protection, exposing the employee to a fall distance of greater than 6 feet to the ground level below.
