29 CFR 1926.501(b)(13): Each employee(s) engaged in residential construction activities 6 feet (1.8 m) or more above lower levels were not protected by guardrail systems, safety net system, or personal fall arrest system.   On or about March 24, 2014, and time prior thereto, two employees were observed performing roofing work on a low slope residential roof with unprotected sides and edges 6 feet or more above the ground without any type of fall protection system.  This condition exposed employees to fall hazards.

29 CFR 1926.1053(b)(1): Portable ladders were used for access to an upper landing surface and the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface to which the ladder was used to gain access.  on or about March 24, 2014, and times prior thereto, employees were using a portable extension ladder located in front of the residence garage roof to gain access to the roof and was not extended at least three feet above the landing surface.  This condition exposed employees to fall hazards.
