29 CFR 1910.1200(e)(1): The employer did not develop, implement, and/or maintain at the workplace a written hazard communication program which describes how the criteria specified in 29 CFR 1910.1200(f), (g), and (h) will be met:    a) The employer had not developed a written hazard communication program.    An effective hazard communication program includes, but is not limited to, the following:  1. Labeling of workplace containers containing chemicals.  2. Maintaining Material Safety Data Sheets or Safety Data Sheets for chemicals employees use or are exposed to during the course of their employment.  3. Maintaining a list of hazardous chemicals in the workplace.  4. Training of employees on the hazards of the chemicals they are using.  5. Procedures to be followed when employees are assigned work tasks which require the usage of hazardous chemicals the employee does not use on a routine basis.
