29 CFR 1926.501(b)(10): Each employee engaged in roofing activities on flat roofs with unprotected sides and edges 6 feet or more above lower levels was not protected from falling by guardrail systems, safety net systems, personal fall arrest systems, warning line system, or a safety monitoring system.    a)  On or about April 9, 2014 and at times prior to, employees were observed working/walking on the roof of a commercial building without fall protection such as, but not limited to conventional and or a safety monitor, exposing employees up to a 13 foot fall hazard.
