29 CFR 1926.451(b)(1): Each platform on all working levels of scaffolds shall be fully planked or decked between the front uprights and the guardrail supports as follows:    a. On or about April 8, 2014 - at the above addressed jobsite, employees were performing tuck pointing operations from a tubular welded frame scaffold, approximately fifteen (15) feet above the ground, that was not fully planked, thereby exposing the employees to falls.

29 CFR 1926.451(g)(1): Each employee on a scaffold more than 10 feet (3.1 m) above a lower level shall be protected from falling to that lower level.    a. On or about April 8, 2014 - at the above addressed jobsite, employees conducting tuck-pointing operations from a tubular welded frame scaffold, approximately fifteen (15) feet above the ground, were not protected from falls, thereby exposing the employees to fall hazards.
