29 CFR 1926.701(b): All protruding reinforcing steel, onto and/or into which employees could fall or come against, was not guarded to eliminate the hazard of impalement: (a) South End and Middle of Site - On or about April 11, 2014 employees were exposed to impalement hazards while working and passing by exposed upright rebar and they were not protected by protective caps applied to the tops of the rebar.
