29 CFR 1926.501(b)(13):  Each employee engaged in residential construction activities 6 feet or more above lower levels was not protected by guardrail systems, safety net systems, or personal fall arrest systems.  On or about October 29 10, 2013,  employees who were performing framing activities were not provided fall protection.  The employees were exposed to a fall hazard at a height of over 6 feet to the ground below.

29 CFR 1926.1060(a): The employer shall provide a training program for each employee using ladders and stairways, as necessary. The program shall enable each employee to recognize hazards related to ladders and stairways, and shall train each employee in the procedures to be followed to minimize these hazards.   On or about October 29, 2013, the employer did not ensure employees engaged in framing activities were trained to recognize and avoid hazards related to ladders and the procedures to be followed in order to minimize or avoid those hazards.
