29 CFR 1926.501(b)(13):     "Residential construction." Each employee engaged in residential construction activities 6 feet (1.8 m) or more above lower levels was not protected by guardrail systems, safety net system, or personal fall arrest system.    On 4/17/2014, workers from Jess Residential Roofing were removing shingles from a two story residential building with a walk-out basement located at 302 Meadow Brook Estates Lane, Wentzville MO.  The workers were approximately twenty-four feet above the ground.  They were not using guardrail systems, safety net systems, or personal fall arrest systems.  Five workers were observed removing shingles without fall protection, exposing them to fall to the ground below.
