29 CFR 1910.1200(h)(3)(iv):  The details of the hazard communication program developed by the employer, did not include an explanation of the labels received on shipped containers and the workplace labeling system used by their employer; the safety data sheet, including the order of information and how employee could obtain and use the appropriate hazard information: Construction Reference: 1926.59).  (a) Beaver Stadium Scoreboard State College, PA - The employer did not ensure that required training was provided for hazardous chemicals, such as but not limited to mainline pvc clear medium bodied low voc solvent cement, gasoline and diesel fuel, utilized at the work site.  The employer did not provide training on the revised hazard communication standard (HCS 2012) label elements and the new format and type of information on each section of the safety data sheets (SDSs) to ensure that when employees begin to see HCS 2012 compliant labels and SDSs in their workplace, employees understand how to use the labels and SDSs and access the information effectively, on or about April 16, 2014.  Abatement certification required within 10 days after abatement date. The certification shall include a statement that abatement is complete, date and method of abatement, and state employees and their representatives were informed of this abatement.
