The 3 foot double eye wire rope used in lifting the barrier lift/clamp had numerous broken wires and showed reduced diameter in the area of the eyes and was not removed from service prior to picking Jersey Barriers with the Kenco Barrier Lift.    Violation observed on or about 04/23/2014.    b)  Left Ramp Inbound from Route 1 & 9 North to Inbound Port Street, Newark, NJ.    The Kenco Barrier Lift/clamp was used to pick Jersey Barriers when it had worn pads that could impede its ability to hold an approximate 8,000 lb. barrier.    Violation observed on or about 04/23/2014.
