OSH ACT of 1970 Section (5)(a)(1): The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees  On or about May 14, 2014, at the jobsite located at 6300 Sprint Parkway, Overland Park, Kansas:  An employee engaged in HVAC troubleshooting activities from an 8 foot portable fiberglass A-Frame ladder was exposed to fall hazards of approximately 7 feet from the ladder to the ground below in that the second step of the ladder was used as a working surface.    A feasible means of abatement would be to enhance the current ladder safety program to include supervisory surveillance in order to ensure the proper ladder is being used and to ensure that all ladder use is in accordance with ANSI A14.5-2000 and the manufacturers recommendations.
