29 CFR 1926.451(e)(1): When scaffold platforms were more than 2 feet (0.6 m) above or below a point of access, portable ladders, hook-on ladders, attachable ladders, stair towers (scaffold stairways/towers), stairway-type ladders (such as ladder stands), ramps, walkways, integral prefabricated scaffold access, or direct access from other scaffold, structure, personnel hoist, or similar surface was not used.  Cross braces and side brackets were used as a means of access:       West side of a commercial building, On or about May 21, 2014, employee(s) were exposed to falls greater than 10 feet in height to the ground level below, when working from the work platform of the scaffold, which did not have a ladder for access and egress to and from the scaffold platforms, while installing the crown molding to the top edge of an exterior wall.    The Jesus Carrera Masonry, Inc. was previously cited for a violation of this occupational safety and health standard or its equivalent standard 29 CFR 1926.451(e)(1), which was contained in OSHA inspection number 315626796, citation number 1, item number 1 and was affirmed as a final order on October 25, 2011, with respect to a workplace located at 2850 West Loop 1604 South, San Antonio, Texas.
