The receptacle/outlet was intended for permanent mounting and not meant to be used as a an improvised temporary power source. The receptacle did not have its face plate, employees were exposed to contact with live parts.

All 120-volt, single-phase 15- and 20-ampere receptacle outlets on construction sites, which are not a part of the permanent wiring of the building or structure and which were in use by employees, did not have approved ground-fault circuit interrupters for personnel protection. At this job site, a Ryobi 7 1/2 inch Ryobi circular saw was energized from a receptacle suspended from a metal sheathed cable; a ground fault circuit interrupter was not used to prevent electrical injuries to employees.
