29 CFR 1926.52(d)(1): In all cases where the sound levels exceeded the values shown in Table D-2 of 29 CFR 1926.52, a continuing, effective hearing conservation program was not administered:    a) 427 Union Ave., Irvington, NJ    The employer did not administer an effective hearing conservation program for two employees using Makita grinders during brick pointing of exterior masonry brick walls who were exposed to continuous noise levels at 282% and 263%  of the permissable daily noise exposure, (8-hour time-weighted average sound level of 90 dBA), which are 2.82 and 2.63 times the allowable exposure limit, respectively.  The equivalent sound level of the measured dose is 103.4  and 102.9 dBA.  The action level (AL) is 85 dBA.  Sampling was performed for 212 and 210 minutes, respectively, on May 16, 2014 with the unsampled portion of time considered to represent zero for the exposure calculation.     Violation occurred on or about 5-16-14        Abatement Note: The employer shall implement a comprehensive hearing conservation program where every employee noise exposure equals or exceeds the action level (AL).  A hearing conservation program includes at a minimum the following items:        1. Exposure monitoring,      2. Use of hearing protectors,      3. Audiometric testing and evaluation,      4. Employee training,       5. Recordkeeping.
