29 CFR 1926.501(a)(2): Employees were allowed to work on surfaces which did not have the requisite strength and structural integrity:    On or about February 13, 2014 a 32 inch stack of OSB 32 inches high was placed onto roof trusses that had a maximum load rating for a stack of 16 inches of OSB.  The excess weight caused the roof trusses to fail while workers were on the roof. This condition exposed the decking crew to the hazards of falls and exposed people working below to the hazards of being struck by tools, materials and lumber.
