29 CFR 1926.1053(b)(1): Where portable ladders were used for access to an upper landing surface and the ladders length allows, the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface being accessed a) On May 12, 2014 and at times prior thereto; Northwest side of residential home; the ladder used to access the work area was 12 inches above the working platform exposing them to a fall hazard of 25 feet to ground level while accessing or stepping off the ladder to the platform.
